The aim of the Senior Managers and Certification Regime (SM&CR) is to reduce harm to consumers and strengthen market integrity.  The Financial Conduct Authority (FCA) have applied a baseline of requirements which consists of three main levels of individuals.  These are:

  • SMCR Conduct Rules – This applies to almost all employees within a firm, except ancillary staff such as HR, Accounts;
  • Certification Functions – These individuals will need to be assessed, certified and then registered on the FCA Register;
  • Senior Manager Functions – These replaced Controlled Functions. Individuals who hold a Senior Manager Function will be approved by the FCA and be noted on the FCA Register.

Our manual focuses on each of the above along with providing guidance on what a firm needs to have in place to meet the SMCR conduct rules.  It has also been updated in line with the Consumer Duty. The manual is set out in an easy to understand format which explains the FCA terms and who they apply to.  Anyone that is experienced or new to the Senior Managers and Certification Regime should find this a useful manual on what is required of them.
